Innovation system is one of the important pillars of knowledge-based economy. The weakness of research conducted by universities, research and development and industry institutions in the country so far is that the results of his research did not reach the commercialization stage because it could not pass through the valley of death innovation. Research should still be encouraged to downstream process by adjusting regulations to be more friendly to researchers. Innovation requires a conducive ecosystem, in the form of wide wiggle room and without any constraints including legal. Regulatory sandboxes become important to test and produce the value / output of an aspect of the study based on real conditions in the community, quickly and appropriately compared to the assistance of regulation at the national level that takes a long time and large resources. This research uses normative juridical methods, with legal approach methods, conceptual approach, and comparison approach, equipped with secondary data that includes primary, secondary, and tertiary legal materials, obtained through the study of documents or library materials, which later seek to describe the formulation of the problem, namely, Regulator Sandboxes is an Impact Assessment Regulator in the field of technology to encourage downstream process research results. Sistem inovasi merupakan salah satu pilar penting dari ekonomi berbasis pengetahuan (knowledge-based economy). Kelemahan peneltian yang dilakukan oleh Perguruan Tinggi, Lembaga Penelitian dan Pengembangan dan Industri dalam negeri selama ini ialah hasil penelitiannya tidak sampai pada tahap komersialisasi disebabkan tidak bisa melewati lembah kematian inovasi (valley of death). Penelitian harus tetap didorong untuk di hilirisasi dengan cara menyesuaikan regulasi agar lebih ramah terhadap peneliti. Inovasi membutuhkan ekosistem yang kondusif, berupa ruang gerak yang luas dan tanpa ada kendala apapun termasuk legal (hukum). Regulatory sandboxes menjadi penting untuk menguji dan menghasilkan nilai/output dari suatu aspek kajian berdasarkan kondisi riil di masyarakat (lapangan) dengan cepat dan tepat dibandingkan pembentukan regulasi di tingkat nasional yang membutuhkan waktu lama dan sumber daya besar. Penelitian ini menggunakan metode yuridis normatif (legal research), dengan metode pendekatan perundang-undangan, pendekatan konseptual dan pendekatan perbandingan, dilengkapi data-data sekunder yang mencakup bahan hukum primer, bahan hukum sekunder dan bahan hukum tertier, yang diperoleh melalui studi dokumen atau bahan pustaka, yang nantinya berusaha menggambarkan tentang rumusan masalah yakni; Regulator Sanboxes merupakan Regulator Impact Assessment dalam bidang teknologi untuk mendorong hilirisasi hasil riset. Regulator Sanboxes mendorong sinergitas antar helix di Qudruple Helix dalam mengatasi lembah kematian inovasi.
